Vonage inbound fails

Hi, wondering if anyone else is getting "line busy" when trying to call inbound to an imported vonage number. I have tested it through my server-url, but couldn't figure it out. So moved into the dashboard and assigned an Agent to the imported number, and calling it still shows "Line busy". The Vonage number works fine using outbound through the dashboard. My twilio numbers are working fine. Is this an error in Vapi, or Vonage? I have sent a support ticket to vonage aswell.
