Actually I was not waging a finger at you as you were not even a thought in my mind. I had tunnel vision on just the document that was presented. I will do further research to confirm the legality or if it is intentionally a grey area. I know of someone who lost over $80K in fines from an honest mistake with spam and just one person who went out of their way to raise hell and it showed the same issue in his campaign with many others.
