The ServerMessageTransferDestinationRequest is used by the server to decide which assistant the call should be transferred to. Setting up the transferCall tool is not mandatory unless you need to handle multiple numbers or require custom messages. For the issue you're experiencing, I recommend creating a support ticket and including the call ID.
