Actually, no, they have an unrelated tool to verify the Twilio number: https://www.twilio.com/docs/voice/api/verifying-caller-ids-scale. Twilio cannot authenticate the other person's identity, e.g. emailing a click-back link, or asking for a PIN or other secret info. Unless I'm missing something?
