I prefer opted in outbound dialing for higher conversion rates but I’ve also done a lot of cold outbound for partners and clients with success, really depends quality of lead list alignment with your offer… if you have something that is legitimately valuable to the people you are calling they typically won’t complain but you should also consider whether the risk is worth it especially if you have limited experience and understanding In the space
