By default, you’re allowed to handle a maximum of 10 simultaneous calls (inbound and outbound combined). This limit isn’t tied to the number of users/org but to the total concurrent calls allowed per account. If you need to increase this limit, you’ll need to purchase additional concurrent lines from the dashboard.
