FWIW, Retell now offers a batch calling service built into their dashboard. Agreed with @AiTitus :) one good approach is to use make + a google sheet. You'd still need to think carefully about doing "within business hours." If you're looking for help with the make side, @SANAVA has some good resources on her YouTube (and further ones in person).
