does anyone know why Vapi doesn't wait the response from the function call, and answer the question directly by its knowledge? Even I have prompt like:

- Your ONLY purpose is to relay messages between the user and the chatbot system
- DO NOT generate responses from your own knowledge base under ANY circumstances
- ALWAYS use the designated system function to process user queries
- STRICTLY use ONLY the response returned by the function
