without an opt-in you'll be in violation of the FCC rules and TCPA, potential fines are I think $500 per call, plus litigators can do a class action against you. You could probably fly under the radar with one client but they can always wait until you hit a certain volume before slapping you with the lawsuit and then you are screwed, so not really worth it
