Every time I try to create a Go Highlevel tool it gives me a Tool Creation Failed pop-up. Make and Custom tools works though. Are you referring to creating a 'custom tool'? I'm not sure what you mean by creating a tool type function. Sorry for the inconvenience in understanding my text , yes your right I am referring to the custom tools not the custom functions.
