Twilio Call State Busy

We just pushed to production and in testing everything worked fine, however recently with our Twilio phone, we're perpetually receiving "Call State Busy". However when we switch to a
vonage
number this does not happen. Verified that the phone number is not marked as spam. Is there a reason this could be happening? I've followed up with Twilio support, but they're not being entirely helpful.

We make call status buys as customer-busy for both Twilio and Vonage. The fact that this only happens with Twilio and not Vonage it could be because of voicemail.
Now its really hard to tell why twilio marked these calls as buys only because this part is handled on their side, and we use the call status coming from telephony.
There are multiple factors involved telephony side. FYI: Do not use Twilio number purchased from Vapi, instead directly from twilio.
Let me know your thoughts on this.

Yeah, I still haven't been able to find anything that can actually solve this. All of them are still showing as busy even today. We are using phone numbers from Tulio directly.
Can we not mark this as solved as well?
