You're problem isn't the VAPI ToS. Your problem will be the massive law suit that follows, assuming your objective is to dialout to people. The US (same as other countries) had specific regulations about auto dialing. If you really want a team of FBI agents, eventually knocking at your door, go ahead and do it. While VAPI is your service providers, there is a reason they take your information and KYC - so that in a case you do something nasty, then can easily pass your information to the relevant law enforcement agency.
