Concurrent Calls is the total of inbound and outbound calls. By default, you are given a limit of 10, but you can always purchase more through the VAPI dashboard under the Org Billing page.

Im also interested in this, could enterprise plan have cheaper concurrent calls over 10 hypothetically?

With or Without Enterprise, you can always increase your concurrency limit, but the prices won't go down for the concurrent calls.
