Unable to create new assistant via api key

I’m building a white-labeled SaaS and need to programmatically create assistants via your POST /assistants endpoint.
My current API key appears to be scoped to specific assistants/groups and is returning a 403/unauthorized when I try to create new ones.
Can you issue me a key or enable permissions so I can create new assistants dynamically under my account?
