My Telnyx Level 2 Verification request was denied. I’ve been forwarded additional questions to fill about my use case.
Issue is, I don’t have business documentation to pass. Verification is needed in order to enable SIP REFER.

It might need level 2 verification, which we aren't familiar with. The Telynx team can assist you with that.
