I'm trying to configure my Vox Sip number via VitalPBX to Vapi. My first question is when I delete a Sip Trunk in Vapi why does it continue to try and connect for 24 hours + to VitalPBX

You must delete both the SIP credential and the linked number in vapi..

Vapi can receive and answer calls from my VitalPBX but Vapi can't make an outbound call , doesn't even show the attempt in VitalPBX logs?

When you delete a SIP trunk in Vapi, the service might retain the connection configuration temporarily due to caching mechanisms or propagation delays in server synchronization.
As a workaround, make sure to fully clear any cached settings in your VitalPBX or restart the PBX if you haven't already, to stop the old connection attempts. Also, verify that any residual configurations for that SIP trunk have been completely removed from both Vapi and VitalPBX settings.

Vapi does not require SIP registration for inbound calls just dial the SIP URI and it will connect..
