I'm curious to know why the 'Pay as you go' plan is called 'Dev Infra'. Small businesses do not need and might not be able to afford the enterprise plan, so I hope the 'Pay as you go' plan is safe to use in production.

Dev Infra / pay-as-you-go is ready for production mean. You won't face any issue with it.
