If you have 10 concurrency slots and send 100 API calls, only 10 will process at once. What happens to the rest depends on the system: Some platforms queue the extra 90 until slots free up. Others just reject them and return a 429 Too Many Requests error. Campaign calls are usually queued by design, while direct API calls are more likely to hit rate limits.
