Can't call European numbers?

I tried calling my number which is based in Europe but *it didnt work. *
It comes up with the error that I need to enable some permissions within Twilio to do this, but I can't because I bought the Twilio number within Vapi.
Any solutions or do I need to buy a European number within Twilio and not use the Vapi one?
