400  bad request,try using an actual number ,i faced a similar problem ,so i used u.s phone numbers and it worked,make sure you have a paid subscription in twilio too

that is the number inside vapi and the one i was calling are all u.s numbers

then check the phone number string ,make sure there is no space between the + and the value in excel sheet
