depends on the api request tbh, so if u want to have voicemail turned on for all calls vs not having it turned on for all calls, essentially just make 2 different request types, 1 for voicemail 1 for not
like for instance, if u know you dont want voicemail enabled on 1 call request, remove the voicemail stuff out of the request
