I've been told if I want to handle an IVR, I should use twilio flex and then transfer that call to Vapi. If this is an outbound call and I have certain dynamic variables that I want to input how would I accomplish this with a transfer?

Sounds like a stretch to me. Claiming that you need Twilio Flex to do a call transfer, would be like saying to to fly to Bankok, you must first fly to New York. If you detail your complete use case, I'm confident we can find the best practice for resolution.

For context, we have suggested him to do the IVR navigation first and then either transfer the call to the VAPI or add VAPI inside a conference call. Why? Because as of now IVR solution with VAPI or sending out DTMF tones with VAPI is not working as expected. So that's why we suggest users to do the IVR Navigation or their DTMF tone work before transferring or adding VAPI Assistant into the call.
I will suggest you to create a feature request on our roadmap so that you and other users like you who require this feature can upvote it and we eventually build a solution for you. You don't have to handle all of the hassle of managing 2 call legs or creating a relationship between them and passing the variables and owning the server. It's best to create a feature request and get it upvoted so that we build it for you.
You can raise an feature request for it over here: https://roadmap.vapi.ai
