, when I test the call via the dashboard I consistently get this error in the image below. I'm also attaching the Call ID:

If this is a web call, VAPI does not support transferring from web calls to phone numbers. If you would like to transfer to a phone number, please import a Twilio number into VAPI for seamless transfers
