Your error is due to the phone number not being in valid E.164 format. E.164 numbers must contain only digits after the plus sign, with no letters or placeholders. For example:

with actual digits, and ensure the number includes the country code and no spaces or special characters. I got this recently when the phone number was literally not valid (did not exist). Not a formatting issue. Not sure if that helps.
